Why you try to manually install the update? You can just choose Help > updates in any Adobe application to have updates automatically applied. When I run Adobe Patch Installer I can't update :/ I have download the update Adobe - After Effects: for Macintosh: Adobe after effects CC (12.2.1) updated.
